1st Technical and Administrative Services Brigade NCR (Reserve)

The 1st Technical and Administrative Services Brigade NCR (Reserve), known officially as 1st TAS Bde NCR (Res), is one of the seven TAS Operating Units of the AFP Reserve Command, and is based in Quezon City. The unit provides combat support and service support services to Joint Task Force - NCR, particularly Army Reserve Units of the 15th Infantry Division (Ready Reserve) of the Army Reserve Command, the 1st Air Force Wing (Ready Reserve) of the Air Reserve Command, and reserve units of the Naval Reserve Center - National Capital Region of the Naval Reserve Command.

Being a technical unit means the unit must rely on force protection assistance from maneuver units within its AOR and that it provides engineering, medical, legal, dental, nursing, veterinary, and religious services required by these AFP Reserve Force Maneuver Units.

History

The Technical and Administrative Service brigades (reserve) was activated on 12 February 1999, pursuant to GHQ-AFP General Orders Nr. 36. The Operational control of the unit was then transferred to the Office of the Commander, AFP Reserve Command on 25 August 1999 by virtue of GHQ-AFP General Orders Nr. 219.

Hindi naging madali ang isinigawang pagpaplano nitong medical mission na ito. Sa katunayan, lubos na tinutukan ng AFP Reserve Command ang nasabing kilusan sapagkat ang target na lugar ay ang bayan ng Jolo na sa marapat man o hindi ay naging kilala na isang magulong lugar.

Alas dose palang ng hating gabi ay nagkatipon na ang mga tropa at iba pang panauhin ng AFP Reserve Command sa Camp Aguinaldo, Quezon City.

Alas tres ng madaling araw ay isinigawa ang maiksi ngunit napakahalagang briefing patungkol sa Seguridad at Kultura ng Jolo.

Pagkatapos ng Briefing ay nag-convoy na kami patungong Villamor Airbase.

Lumulan sa c130, ang tropa ng AFP Reserve Command, Mga Specialistang manggagamot, Partner Agencies, Mamamahayag at ikinarga ang laksa-laksang mga kahon ng medical supplies at gamot na gagamitin sa CIVAC

Lumapag ang military plane sa Jolo Airport ng Sulu bandang alas Otso ng umaga kung saan sinalubong naman kami ng Joint Task Group Sulu commander at mga tauhan nito.

Ang misyon ay inasikaso at sunuportahan ng kanyang punong-abala ang 501st, Infantry (Valiant) Brigade sa ilalim ng pamununo ni Col Alan Arrojado na siya ring Commander ng Joint Task Group Sulu.

Daan daang mga bata ang nagparehistro sa operation tuli o circumcision na isinagawa sa Jolo Day Care building.

Paano ba nagkaroon ng medical mission dito sa Jolo? at bakit nga ba tinawag ito na Expanded Medical Program?

"Nabuo ang paglingap na ito nang magkausap kami ni Col Arrojado. Nagsagawa kami ng Occular inspection, nagkaroon ng maraming follow-ups. Hindi na bago sakin ang lugar na ito dahil ito ang kinagisnang ko na lugar." Ayon kay BGen Garcia

Tinawag na Expanded Medical Program sapagkat maraming ahensya ang sumuporta. Ito yung tinatawag nilang multi-sectoral approach.

Sebaceous Cyst, Ganglion Cyst at Lipoma ang mga common type ng bukol na nakuha mula sa mga patiente.

Ito ang pahayag ni Col Gil Y. Gamila, Surgeon Doctor sa ilalim ng 1stTASBde.

"Malaking tulong sa mga mamamayan ang ganitong adhikain lalong lalo na sa mga kapos palad, kung sa labas sila magpapatanggal ng bukol aabutin ng P300,000 pataas ang maaari nilang gastusin" aniya ni Col Gamila.

Nagparating ng sobrang init na pagkalinga sa mg mamamayan ang ating Sandatahang Lakas (AFP), Integrated Provincial Health Office (IPHO), Lokal na pamahalaan ng Jolo, Society for Peace Economic Environment Development in the Philippines, Department of Public Works and Highway, Civil Relation Service,Office of the Presidential Adviser on the Peace Process at Civil Military Affairs Brigade.

Ang Jolo ay ang pinaka-unang munisipyo dito sa Isla na kung tawagin din ay Jolo at ito ang Kapital ng probinsiya ng Sulu. Ang mga nakatira dito ay 90% muslim at 10% christian.

Ito ang dating centro ng tanyag na Sulu Sultanate. Ngunit ang Jolo o Sulu kaya ay dapat saklaw ng ipinapasang Batas Bangsamoro?

Binigyan diin ni Governor Abdusakur Tan ang hindi niya pagsang-ayon sa pagpapasa ng Batas Bangsamoro, Ayon sa kanya mas mainam kung ibigay na la'ng ng gobyerno ng derecho ang pondo sa lokal na pamahalaan at makakasiguro namang, ang mga mamamayan din ang unang makikinabang sa mga magiging proyekto nito.

Nag-host ng Fellowship Dinner ang Joint Task Group Sulu para sa kanyang mga panauhin.

Ang Civil Military Affairs Brigade sa ilalim din ng AFP Reserve Command ang nagsilbing tagapagsalita para sa Aktibidad.

Kinaumagahan ng Mayo a-tres, dosmil kinse ay nanood ang lahat ng labang Pacman - Mayweather kung saan dito muli nagkaisa ang buong sambayanang Pilipino.

Ang Sulu ay isang lugar kung saan ang ilang masasamang elemento ay nag hahasik ng kaguluhan ngunit ang hangaring mabuti at pagtulong sa kapwa ay kailanman ay hindi mahahadlangan. Napatanuyang muli dito na walang balakid na di mapagtatagumpayan kung sama-sama at magtutulungan sa pag lingap sa taumbayan.

MISSION: To provide a base for expansion of the Technical and Administrative Service Brigade, AFP, in the event of war, invasion or rebellion; to assist in relief and rescue during disasters or calamities; to assist in socio-economic development; and to assist in the operation and maintenance of essential government or private utilities in the furtherance of the overall mission.

GROUP CURRENT STRENGTH


The 102nd TASG current strength has Thirty Six (36) Reservist Officers and One Hundred Sixty Nine (169) Enlisted Personnel. Although, the group is less than 35% of what is allowed, more than 70% is actively participating in missions and trainings. A number of recruits are still waiting for their orders as commissioned officers in the AFP Reserve Force, while enlisted personnel recruits are currently undergoing BCMT.

ORGANIZATIONAL READINESS UNIT TRAINING INCLUDING AADT


The members of the 102nd TASG are covered by ADT/AADT orders in their performance of their duties as active members of the Technical Reserve Force of the AFP. At the same time, LOs, specific to the nature, duration and the requirements of the mission are issued to the reservists during activities, as indicator of the official nature of the mission.

Common Task Trainings are conducted at least once a month usually on the first Saturday of the month. On the other hand, accounting of personnel and brigade meetings are conducted during the second Saturdays of the month. The third Saturday of the month is the preferred date for missions and trainings outside the camp. However, missions are also held during weekdays whenever it is warranted. Meanwhile, the fourth Saturday is designated as TASG’s monthly get together to bolster relationships.

102nd TASG personnel also participated in trainings as students as well as instructors. The activities include an AADT Training for Enlisted Reservist, Reservist and Retirees Livelihood Training, DRRM Trainings, Physical Training, Fire Arms Safety and Proficiency Training and Common Task Training.

PERFORMANCE READINESS TO CALL TO DUTY


The 102nd TASG has two medical and rescue teams which are ready for deployment when orders are given and one security team to secure medical and other CMO related activities to be conducted. Medical and rescue teams are usually deployed during the typhoons and other emergencies. Quite recently since calamities had been occurring more frequently outside of our AOR, the response by the group had been mainly in the form of relief operations.

In the past, the 102nd TASG medical, dental and optical teams provided support to local government units in their pursuit of providing the necessary social services to their needy constituents. We conducted three (3) medical and dental missions in the city of Manila and the group augmented one (1) successful two-day medical mission in Jolo, Sulu last May 2-3, 2015. We also prescribed and gave out free reading glasses to those who need it.

Annually, the group is committed to serve and assist citizens going to their departed loved ones in the cemetery. The 102nd TAS group has medical emergency response team with ambulance to provide first aid and transportation assistance to the people visiting the cemetery. Several elderly citizens were also given wheelchair assistance.

The 102nd TASG personnel are also tapped in charitable work and environmental activities. The group conducts at least once a year blood letting for the benefit of charity patients at the UST Hospital. During the 9th Annual 102nd TASG Bloodletting held last 08 August 2015, 12 units of blood were collected.

Recently, the group participated in the International Coastal Clean-up activities at Baywalk, Roxas Boulevard, Manila last 18 September 2015. The international clean-up activity was coordinated by the Officials and participating members of the Department of Public Services in the office of the Mayor of Manila and supported by the NOAA-Marine Debris Program, the United States Environmental Protection Agency (USEPA), the IUCN-The World Conservation Union and the Intergovernmental Oceanographic Commission (IOC) of the United Nations Educational, Scientific, and Cultural Organization (UNESCO). A total of 20 bags (138.5 kgs) of trash were collected in a span of three hours by the 102nd TASG along the 1 kilometer coastal bay. In the past years, the group constantly participated clean-up activities at Marikina River during the World Coastal Clean-up Day. The last clean-up was held on 17 September 2011 and the group was able to collect 330 kgs of trash. For the meritorious work performed by 102nd personnel during the 2010 Coastal Cleanup, the participants were awarded the Military Merit Medal.

During the five-day visit of His Holiness Pope Francis in the Philippines from 15 to 19 January 2015, the 102nd TAS group performed as security forces contingent to ensure the safety of the Pope. The participants were also awarded the Military Merit Medal for their meritorious and invaluable services rendered.
